European Supply Chain Risk Indicator (ESCRI)

Europe’s benchmark for supply chain risk assessment

developed by leading universities and logistics associations.

The ESCRI provides a quarterly snapshot of how supply chain managers across Europe assess risk in ten key categories.

It enables early detection of critical developments, cross-country comparisons, and targeted responses to emerging threats.

ESCRI Results and Trends

The first ESCRI report will be released in 2026.
Over time, the index will build a robust dataset that enables:

  • Trend analysis across quarters,
  • Cross-country comparisons (e.g., Ukraine, Turkey, Morocco vs. EU countries),
  • and deeper insights into supply chain resilience and vulnerabilities across Europe.

Once published, the reports and visual dashboards will be made publicly available.

How the ESCRI Works

Standardized survey – clear metrics – European comparability.

The ESCRI is based on a quarterly survey among supply chain and logistics professionals across Europe.

  • Respondents rate the perceived risk in ten categories on a 0–100 scale.
  • Average scores are calculated for each category and for the overall index.
  • A score above 50 indicates elevated risk; around 70 reflects very high risk.

In addition to quantitative results, selected manager comments provide qualitative insights and context beyond numerical indicators.

Risk Categories

ESCRI differentiates between ten key dimensions to help managers identify which areas require the most attention:

  • Customer Risk
  • Cybersecurity Risk
  • Economic Risk
  • Environmental Risk
  • Government Intervention Risk
  • Operational Risk
  • Quality Risk
  • Supplier Risk
  • Technological Risk
  • Transportation Risk

FAQS

The European Supply Chain Risk Indicator (ESCRI) is a joint initiative by the University of Applied Sciences Upper Austria and the European Logistics Association (ELA).

Its purpose is to create a standardized, data-driven instrument to make supply chain risk levels across Europe transparent and comparable.

Each quarter, supply chain professionals evaluate risk levels across ten categories. These assessments are aggregated into an index ranging from 0 (very low) to 100 (very high), revealing both overall and category-specific risk patterns.

The ESCRI helps supply chain leaders move beyond day-to-day problem-solving and gain a broader view of systemic risks affecting Europe’s supply networks.

Key benefits:

  • Early warning: Identify risk trends before they affect performance.
  • Benchmarking: Compare perceptions across industries and countries.
  • Focus: Distinguish critical from normal risks to prioritize action.
  • Decision support: Integrate risk insights into planning, budgeting, and network design.
  • Communication: Use ESCRI findings in reports, stakeholder dialogues, and resilience planning.
